The license travels with you, not with the motherboard.
Is this OEM or retail? What’s the difference?
Retail FPP — tied to your Microsoft account, transferable to new hardware. OEM — tied to the motherboard that first activated it; when that hardware dies, so does your license. The cheap $12–$20 keys on grey-market sites are OEM keys pulled from decommissioned machines. They work — until the activation server flags them, or until you replace your hardware.
